Wisconsin's "Penning" legislation
Act 56 in the 2001/2002 legislative session ushered in captive wildlife legislation, which had not been regulated prior to that time. Among many things, Chapter 169 of the statute addressed "Dog Training Licenses and Dog Training Enclosures ("Penning)". Three wild animals were authorized for hound dog training:
1. Live captive rabbit purchased or otherwise acquired from a person holding a captive wild animal farm license
2. Live captive raccoon (used for "roll cages")
3. Live captive bear.
Under Act 239 in the 2003/2004 legislative session, 3 more captive wildlife were included that could be used to train hound dogs: Coyotes, Bobcats & Fox
